Gerd Leers is mayor of Maastricht a town in the south of the Netherlands. Jan Piet Hein Donner heads the department of justice. Leers and Donner are both prominent well respected members of the Christian Democratic Party (CDA)
As mayor of a city that is in close proximity of both the German and the Belgian border, Leers experiences a tough time regulating the legal sales of marihuana. Drug tourism, drug trafficking, drug related criminal activity are rather big problems in that region. Leers is unable to get a handle on it, because while the sales is legal the growing of marihuana is illegal and hence out of government control. To change this situation he wants to experiment with the legal production of marihuana so he can regulate it and mitigate the negative consequences. This vision is held by more people, but within his political party Leers is a maverick.
Attorney general Piet Hein Donner holds an opposite view and is unwilling to give in to the demands of his fellow party member. Donner fears sanctions from other countries and the European Union would he give Leers his way.
